Reese and Finch's latest number is twenty-six year old Abby Monroe, who they expect will be the target based on basic information they have about her. She is a past honor student having received a degree in engineering. She worked the past year for Homes for Our Returning Heroes, a military charity that supports returning veterans financially, that job Reese and Finch surmise in honor of her brother who was killed in Afghanistan. She, however, left that job to work instead for the city planning department. Their belief that she will be the target does not diminish when they and Carter find out that she was fired from the charity for stealing, that she committed a minor theft while at the planning department, and that she is associated with a veteran name Shayn Coleman, who too has committed some major thefts of late. Abby seems like she has been trying to live off the grid for the past week, leading to their belief that she is running away from someone or something. When Reese and Finch catch up with Abby and Shayn and discover what they're up to, they have to decide what to do based in part on the illegal nature of their plan. Meanwhile, Donnelly offers Carter a temporary secondment into the FBI, with the job having the strong possibility of being permanent. The secondment is specifically to work on the "suited man" case, with Donnelly and his team getting new information about John and his whereabouts. Detective Beecher wants to pursue a relationship with Carter about which everyone seems happy except Fusco, who doesn't yet trust him. And Fusco keeps an extra eye out on HR's activities as he is worried about his own connection to Davidson's death.

Nobody knows where the Machine has now relocated itself, but it is still in contact with both Finch and, by association, Reese and their new partner Shaw, as well as Root. Still institutionalized, Root may have a short term problem in dealing with her psychiatrist, whom she sees as being stupid, and from whom she has not been provided access to any electronic devices including telephones. Carter, now demoted to patrol following her HR-initiated wrongful shooting incident, has her own new primary agenda. She has also not told Finch or Reese of her association with a past number. And the Machine has dispensed another number to Finch, that of navy sailor, petty officer second class Jack Salazar. Upon first sighting, Reese, despite or partly because he chose the military over a prison sentence for an assault five years earlier, likes Salazar, a man who seems to stand up for his principles and his friends and who knows how to take care of himself using his fists. After Reese loses track of him, he may be difficult to relocate since he is one of approximately 4,000 sailors in town for the day on fleet week. They will learn that the Machine-identified situation in which Salazar is involved is in part related to his recent activities off the coast of Africa, those activities for which others are highly interested without his knowledge.

While Vanessa has put away many a criminal over her storied career, Jeremy has let many go as a flashy and high-priced defense attorney. As her number came in after the report of him missing, they know Jeremy's presumed death is not the reason for the number, yet they don't know if Vanessa is the target or the perpetrator. They learn that the lead investigator on the case of Jeremy's death, Detective Cameron, is looking at her for her husband's murder as all evidence found thus far implicates her. Cameron's main problem?: he doesn't have a body, and thus needs Vanessa to confess to make a conviction stick, which she may or may not know. They will also learn that Cameron has a personal vendetta against her, which places a major obstacle in tracking her as she tries to elude Cameron. As Finch and the team wade through the story of the complicated lives of Jeremy and Vanessa - including their unlikely personal coupling - they find that Vanessa knows her law and is resourceful and strategic in her every surprising move. They may not learn if she is the target or the perpetrator without getting the story directly from her. Even then, as she is a lawyer who knows how to spin, they have to act the judge and jury in their own court of opinion in evaluating her story. Meanwhile, as Carter assists them on this case, she finds that she has to be careful around her new rookie partner, Laskey. She doesn't yet know how careful she truly has to be.

Death Benefit
News of Northern Lights has hit the media, meaning that the team's work has become more difficult if only because of the public eye on what is happening. While Shaw heads off with Root on her next assignment, Reese heads to Washington DC to reunite with Finch for their next number, that belonging to Illinois Congressman Roger McCourt. Finch's initial guess is that they are heading into uncharted territory as he believes that McCourt is not only the target or the perpetrator of an individual crime, but also that his number is related to terrorism or national security regarding Decima trying to get Samaritan up and running, which, if happens, means the end of their own lives. McCourt sits on the Rules Committee which controls legislation. He has been an outspoken opponent of government surveillance, and thus could be a target for Decima as opposed to Vigilance. They learn that McCourt likes to see himself as a deal maker, one where all sides end up happy. When Reese eventually learns why the Machine provided his number, Finch, Reese and Shaw know that they truly are moving into uncharted territory as they come across a moral dilemma about what to do in the situation.

A House Divided
Decima has completed its beta test of Samaritan and has now shut it down temporarily as Greer has to get the politicos, namely Garrison, to buy into the need to purchase it in the name of national security. Greer needs this to happen as they require the government feeds for Samaritan to operate properly. With Finch now being held by Greer and Decima, Reese believes that their first priority should be to retrieve him. However, Root, in her continuing contact with the Machine, convinces Reese and Shaw that the Machine is telling her that Finch, for the time being, is safe, and that they have to deal with the next number. As the Machine does not have an overall picture of what will happen, it provides five numbers for the team to investigate on its behalf. Some of those numbers are for people familiar to the team, which gives them a good idea if these numbers are the targets or the perpetrators. The fifth number is one who they have to do some digging to discover the person's identity. But as they work through the process, they will find that they must get into bed with unusual bedfellows all in the name of the bigger goal. Meanwhile, Root enlists some special help with her specific task. Finch and Greer, being together, have a philosophical chat about what they see as the purpose of their respective machines. And in flashbacks, the reason behind Collier being involved with Vigilance is presented.

The latest problem for Reese is that he has to get used to being part of a police force and doing things by the book as opposed to taking matters into his own individual hands. This problem is exacerbated by having a new boss, Captain Moreno, who has placed him under a microscope because of his renegade behavior, and who is now easily agitated as she tries to quit smoking. Another larger problem for the entire team is lack of money, as Finch can't access his funds. Somewhat because of Reese's issue, Finch and Shaw decide that the person best to lead their next case is Fusco. The number belongs to Andre Cooper, a former longshoreman turned professional "wingman": he provides assistance to men in trying to pick up women. Beyond Fusco trying to find out Cooper's story, Cooper may actually be able to help Fusco with his stalled personal life. But Shaw does discover that Cooper, in an issue from his longshoreman past, was recently asked to testify at a case regarding a missing shipment of guns, which probably means someone is after him in not wanting him to divulge information. Meanwhile, the Machine has given Root and Finch a task of their own, the actual task of which they are unaware until each step along the process. As such, they don't know their end goal until they reach it.

The next numbers the Machine provides are for fourteen-year-old Malcolm Booker, and his eight-year-old sister, Tracie Booker, who are in foster care as their mother is incarcerated on a conviction for illegal firearms possession. Reese, who is tasked with finding them, quickly learns that they are the intended targets, as they stole $500,000 in drug money from the Brotherhood, a gang led by the unknown Dominic. Reese knows of the Brotherhood because he helped put in jail one of the gang's higher ups, Link, who is now out. The DEA is interested in the case, their head agent being Erica Lennox, who decides to work in conjunction with Reese as she knows there is a mole in the DEA working for the Brotherhood. When Reese and Lennox eventually find Malcolm and Tracie, they learn the reason why they stole the money. However, Malcolm has hidden the money and refuses to give it back. Reese and Lennox have to try and protect Malcolm and Tracie from the Brotherhood, all the while trying to get them to give up the money wherever Malcolm has it hidden, and discover the identity of the DEA mole. Shaw may be able to assist as she has one of the injured Brotherhood members, Mini, in unofficial custody; he who may buckle under the pressure of being in the gang. Meanwhile, Elias, who helps them stave off the angry Armenians in this drug war, can see that something in Finch and Reese's life has changed and he tries to find out exactly what has happened.

Samaritan is able to recover some of the video footage from the virus theft, showing an unidentified person who Greer believes is a member of Finch's team. Greer sends Martine off to do fieldwork to locate and eliminate that unknown person, basically find out what Samaritan is unable to do. Meanwhile, Reese has gotten himself temporarily reassigned as the tactical and weapons instructor at the academy to follow the latest number, recruit Dani Silva. Her natural instincts in Reese's training make him believe that she is not who she says she is, especially as her official background makes her seem as average as possible. But her bravada in training has mixed reactions from her fellow cadets, some who may have it in for her. But as Reese, Shaw and Fusco tail Silva and learn her true background, they will find that they will be immersed with some of their old "friends", one in particular who they learn is not who they originally thought. Through it all, Reese's job is made all the more difficult by Dr. Campbell, who is still working on Reese's case as Internal Affairs' appointed therapist.

The next number provided by the Machine belongs to therapist Dr. Shane Edwards, with who the team is able to make initial contact by Finch becoming a new patient. They learn that he largely got into the specifics of his work following the murder of his wife Lucy eight years ago. Since, he has also started a non-profit organization dealing with victim rights, an organization supported by among others the NYPD. Initially believing he is the target possibly having come across some patient information he perhaps should not have, the team ultimately finds out that he has long taken his victims rights stance to an extreme by exacting vigilante justice on behalf of his patients, who have no idea what he is doing. Up to this point, Dr. Edwards' actions have not been of a violent nature, in other words none of his victims have been physically harmed. Finch, Reese and Fusco know that the reason his number came up is because of his own personal situation, as the man who was imprisoned for manslaughter in Lucy's case, Wyatt Morris, has just been released on parole. Finch, Reese and Fusco all have differing opinions on what they believe will be Edwards' first murder, that of Morris, the evidence against who in Lucy's death was largely circumstantial except for Edwards' false testimony. This case makes Reese and especially Finch reminisce about similar situations in their past lives, Reese's situation which he starts to divulge slowly in his therapy sessions with Dr. Campbell.
