January 2015. At one of the terrorist bases on the border of Tunisia and Libya, preparations are underway for a large-scale terrorist attack in Moscow. Jafar Safradi, a local UN mission officer, who is inspecting a refugee camp, under the cover of which the terrorist base is located, accidentally witnesses this training. He promptly transmits information to Moscow. Agent Jafar works only with those who recruited him, and therefore the information comes to Andrei Rodionov, who knows Jafar since his service in Libya. With great reluctance, General Nefedov sends Rodionov on a dangerous business trip. And for Andrei, this is a chance to return to his previous work.
